Everyone in Belgium dealing with temporary unemployment will be required to use the electronic control card. What does this mean for you, and what exactly do you need to do? We've compiled all the important information for you.
What is the electronic control card (eC3.2)?
The electronic control card (eC3.2) is a handy digital tool to record your status during temporary unemployment. This solution has been in the works since 2018, and since September 2023, all employees could already voluntarily use it (with their employer's consent). From 2025 onwards, the eC3.2 will be mandatory. But don’t worry, digital makes everything easier!

- Faster payments: With one click, you can send your card to the payment institution, so you receive payment quicker.

- Mistake? No problem: Corrections can be made easily, without extra paperwork or administrative hassle. Note: You always need to indicate why you made a change.

What does this mean for you?
Depending on your sector and situation, there are different rules:
For construction workers (PC 124):
For construction workers, the eC3.2 app will become a daily routine starting January 1, 2025. Every day, you will indicate in the app whether you are working, sick, on vacation, or temporarily unemployed—even if there is no temporary unemployment. This keeps your administration always in order and prevents hassle later on.
For all other employees:
For non-construction workers, the app becomes relevant once you are temporarily unemployed. From the first unemployment day of the month, you register your situation daily as indicated in the app. It’s simple and clear!
How does it work?
The transition to eC3.2 is super simple. Follow these four steps:
- Download the app: Find the eC3.2 app in the Google Play Store or Apple App Store and install it on your smartphone.
- Log in: Log in with your eID or itsme. Are you a cross-border worker? You can request an alternative digital key at an RVA office.
- Register your situation:
- Construction worker? Starting from 2025, you register your situation daily in the app. This applies even if you are not temporarily unemployed.
- Working in another sector? You only use the app if you are temporarily unemployed. From the first day of unemployment of the month, you fill in your situation daily, as indicated in the app..
- Submit your card: At the end of the month, confirm the completed calendar and send it to your payment institution.
